The "terrorist" in question was a single man, a rather weird Dutch radical whose ambitions included being the first person from his country to swim the English Channel, and who had walked across Europe in an attempt to protest somethingorother. I read in the paper today that Ashcroft has announced a policy whereby the FBI and INS can arrest and detain more foreigners on "alleged immegration violations" when they "lack sufficient evidence" to arrest them on criminal charges. Also, people who are being forced to register wtih the INS are being interrogated without their lawyers present.
