Quotas haven't been legal in the U.S. for about a decade, at least. I got into an argument with a person in a cafe about it a month ago who was (mis)explaining affirmative action to a bunch of international students. The Right (and moderate Left) just go on and on about quotas to this day just to bring up an influential & unpopular phantom in front of people without mentioning that there aren't any quotas anymore.
Honestly, I think they should use quotas. Sure, there needs to be some leeway and standard deviation and stuff, but if set up loosely enough, I think quotas serve an important purpose. Which now isn't being served anymore.
Yeah, I could never really think of a srong case for why there shouldn't be quotas. I haven't thought about it in a long time. It's definitely easier to persuade people to support points systems affirmative action than quotas though (not that that makes points systems the correct course of action).
